In Ireland, Carbon Taxes Demonstrate Global Left's Radical Environmentalism in Action

This is a mind-boggling story, particularly since it's like a Twilight Zone preview of our Dystopian future, at the New York Times, "Carbon Taxes Make Ireland Even Greener":

DUBLIN — Over the last three years, with its economy in tatters, Ireland embraced a novel strategy to help reduce its staggering deficit: charging households and businesses for the environmental damage they cause.

The government imposed taxes on most of the fossil fuels used by homes, offices, vehicles and farms, based on each fuel’s carbon dioxide emissions, a move that immediately drove up prices for oil, natural gas and kerosene. Household trash is weighed at the curb, and residents are billed for anything that is not being recycled.

The Irish now pay purchase taxes on new cars and yearly registration fees that rise steeply in proportion to the vehicle’s emissions.

Environmentally and economically, the new taxes have delivered results. Long one of Europe’s highest per-capita producers of greenhouse gases, with levels nearing those of the United States, Ireland has seen its emissions drop more than 15 percent since 2008.

Although much of that decline can be attributed to a recession, changes in behavior also played a major role, experts say, noting that the country’s emissions dropped 6.7 percent in 2011 even as the economy grew slightly.

“We are not saints like those Scandinavians — we were lapping up fossil fuels, buying bigger cars and homes, very American,” said Eamon Ryan, who was Ireland’s energy minister from 2007 to 2011. “We just set up a price signal that raised significant revenue and changed behavior. Now, we’re smashing through the environmental targets we set for ourselves.”

By contrast, carbon taxes are viewed as politically toxic in the United States. Republican leaders in Congress have pledged to block any proposal for such a tax, and President Obama has not advocated one, although the idea has drawn support from economists of varying ideologies.

Of course they're politically toxic. Can political elites be more stupid?

It turns out that all is not well in Ireland:

Not everyone is happy. The prices of basic commodities like gasoline and heating oil have risen 5 to 10 percent. This is particularly hard on the poor, although the government has provided subsidies for low-income families to better insulate homes, for example. And industries complain that the higher prices have made it harder for them to compete outside Ireland.

“Prices just keep going up, and a lot of people think it’s a scam,” said Imelda Lyons, 45, as she filled her car at a gas station here. “You call it a carbon tax, but what good is being done with it to help the environment?”

The coalition government that enacted the taxes was voted out of office last year. “Just imagine President Obama saying in the debate, ‘I’ve got this great idea, but it’s going to increase your gasoline price,’ ” said Mr. Ryan, who lost his seat in the last election and now leads the Green Party. “People didn’t exactly cheer us on.”

Taxes are added by as much as 36 percent of a car's market price at the point of sale, factored into the sticker price. And additional taxes are billed directly to drivers, often adding thousands of dollars to annual vehicle operating costs. And because people at lower incomes are less able to afford newer cars with all the latest "green" technologies, the tax system is heavily regressive. But read the whole thing. You can bet Ireland's experience will be touted as a model for radical environmentalists here at home, and folks in Washington (the progressive political class) have been talking about all kinds of alternative taxes systems, such as value added systems. Unless Americans start turning back toward freedom and free markets, such schemes will be increasingly a part of our lives as well, with the least well-off bearing the brunt of the impoverishment and with our overall standard of living imperiled.

After a decade on the run, a fugitive in the largest eco-terrorism case in US history has turned herself in to the Federal Bureau of Investigation.

Rebecca Jeanette Rubin, a Canadian citizen who had been living recently in Canada, surrendered to federal agents on Thursday at the international border with Canada in Blaine, Wash., according to federal officials.

Following an initial appearance in US District Court in Seattle, she was expected to be transferred to Oregon to stand trial on federal charges including arson, use of a destructive device, and conspiracy.

Ms. Rubin is alleged to have been part of the Earth Liberation Front (ELF) and Animal Liberation Front (ALF), militant environmental groups that used violence to fight back against those they deemed harmful to the environment.

Rubin is accused of plotting with 12 others to carry out 20 acts of arson from 1996 to 2001 in five Western states. The groups sought to intimidate government agencies, private businesses, and local residents through planned acts of sabotage.

Members of the group, including Rubin, allegedly set fires in October 1998 that destroyed Two Elk Lodge and other buildings at the Vail ski area in Eagle County, Colorado. She is charged with involvement in the November 1997 arson attack on the US Bureau of Land Management’s Wild Horse and Burro Facility near Burns, Ore., and a December 1998 attempted arson at the offices of US Forest Industries in Medford, Ore.

Forward! Canada Lures Energy Workers from U.S.

Well shoot, it's not like it's a tight labor market in the U.S. energy sector, or anything.

EDMONTON, Canada — With a daughter to feed, no job and $200 in the bank, Detroit pipe fitter Scott Zarembski boarded a plane on a one-way ticket to this industrial capital city.

He'd heard there was work in western Canada. Turns out he'd heard right. Within days he was wearing a hard hat at a Shell oil refinery 15 miles away in Fort Saskatchewan. Within six months he had earned almost $50,000. That was 2009. And he's still there.

"If you want to work, you can work," said Zarembski, 45. "And it's just getting started."

U.S. workers, Canada wants you.

Here in the western province of Alberta, energy companies are racing to tap the region's vast deposits of oil sands. Canada is looking to double production by the end of the decade. To do so it will have to lure more workers — tens of thousands of them — to this cold and sparsely populated place. The weak U.S. recovery is giving them a big assist.

Canadian employers are swarming U.S. job fairs, advertising on radio and YouTube and using headhunters to lure out-of-work Americans north. California, with its 10.2% unemployment rate, has become a prime target. Canadian recruiters are headed to a job fair in the Coachella Valley next month to woo construction workers idled by the housing meltdown.

The Great White North might seem a tough sell with winter coming on. But the Canadians have honed their sales pitch: free universal healthcare, good pay, quality schools, retention bonuses and steady work.

"California has a lot of workers and we hope they come up," said Mike Wo, executive director of the Edmonton Economic Development Corp.

The U.S. isn't the only place Canada is looking for labor. In Alberta, which is expecting a shortage of 114,000 skilled workers by 2021, provincial officials have been courting English-speaking tradespeople from Ireland, Scotland and other European nations. Immigrants from the Philippines, India and Africa have found work in services. But some employers prefer Americans because they adapt quickly, come from a similar culture and can visit their homes more easily.

Right.

The Canadians need workers to power their energy sector. The Obama regime wants immigration reform to power our Democrat welfare sector.

Nope, America's not relinquishing global economic leadership to our competitors. No sir. Everything's fine and dandy. Just move along. Nothing to see here.

Wildlife Populations in the U.S. Have Experienced an Astonishing Resurgence

At WSJ, "America Gone Wild":

This year, Princeton, N.J., has hired sharpshooters to cull 250 deer from the town's herd of 550 over the winter. The cost: $58,700. Columbia, S.C., is spending $1 million to rid its drainage systems of beavers and their dams. The 2009 "miracle on the Hudson," when US Airways flight 1549 had to make an emergency landing after its engines ingested Canada geese, saved 155 passengers and crew, but the $60 million A320 Airbus was a complete loss. In the U.S., the total cost of wildlife damage to crops, landscaping and infrastructure now exceeds $28 billion a year ($1.5 billion from deer-vehicle crashes alone), according to Michael Conover of Utah State University, who monitors conflicts between people and wildlife.

Those conflicts often pit neighbor against neighbor. After a small dog in Wheaton, Ill., was mauled by a coyote and had to be euthanized, officials hired a nuisance wildlife mitigation company. Its operator killed four coyotes and got voice-mail death threats. A brick was tossed through a city official's window, city-council members were peppered with threatening emails and letters, and the FBI was called in. After Princeton began culling deer 12 years ago, someone splattered the mayor's car with deer innards.

Welcome to the nature wars, in which Americans fight each other over too much of a good thing—expanding wildlife populations produced by our conservation and environmental successes. We now routinely encounter wild birds and animals that our parents and grandparents rarely saw. As their numbers have grown, wild creatures have spread far beyond their historic ranges into new habitats, including ours. It is very likely that in the eastern United States today more people live in closer proximity to more wildlife than anywhere on Earth at any time in history.

In a world full of eco-woes like species extinctions, this should be wonderful news—unless, perhaps, you are one of more than 4,000 drivers who will hit a deer today, or your child's soccer field is carpeted with goose droppings, or feral cats have turned your bird feeder into a fast-food outlet, or wild turkeys have eaten your newly planted seed corn, or beavers have flooded your driveway, or bears are looting your trash cans. And that's just the beginning.

There was a coyote outside on the sidewalk next to our parking lot as I was loading my kid up for school last week. We see them running through our neighborhood all time. I guess they scrounge around for food, but they're absolutely fearless of humans. They might run away when approached, but they know that people are not going to come after them with a shotgun. They're all around, the nasty little suckers. I'd hate for a child to be attacked by one of them, and some mothers over at my kid's school are frightened. Nature's right up in your face sometimes. Weird. I'm just glad it's not bears!

PETA Wants Roadside Memorial for 1,600 Pounds of Live Fish Killed in Irvine Car Crash

On behalf of a leading animal rights group, an Irvine woman is asking the city to erect a memorial at the street corner where 1,600 pounds of live fish died this month when a container truck was involved in a three-vehicle crash.

Dina Kourda, a volunteer with People for the Ethical Treatment of Animals, wrote to the Irvine Public Works Department to request that a sign be placed at the intersection of Walnut and Yale avenues to honor the lives of the fish -- believed to be saltwater bass -- lost in the accident.

The fish, the Orange County Register reported, were being hauled to a Ranch 99 Market, an Asian supermarket.

The fish had been stored in large tanks that cracked open as a result of the Oct. 11 accident. When firefighters opened the back of the truck, some fish flopped out, and others had already died. None of the people involved in the accident were seriously injured.

“Although such signs are traditionally reserved for human fatalities, I hope you’ll make an exception because of the enormous suffering involved in this case, in order to remind drivers that all animals – whether they’re humans, basset hounds or bass--value their lives and feel pain,” Kourda wrote.

Well, let's cut to the chase:

Craig Reem, a spokesman with the city of Irvine, said he was not familiar with the city’s procedure for dealing with such a request.

“I do think it’s fair to say we have no plans to erect a memorial,” he said.

The crash site is just down the street from my oldest boy's high school. I'm sure he'll be just crushed at the longs odds for a fish memorial at the site.

With just 10 days left, few self-described hillbillies in southwest Virginia are undecided.

“I definitely will vote for Romney this time,” Mr. Swiney, 43, who considered backing Mr. Obama four years ago before deciding on Senator John McCain, said in a telephone interview this week. “Not just because of the devastation that’s going on with coal now. I’m a firm believer in giving somebody a chance. We’ve given Obama a chance for the last four years.”

Baby Walrus Adapts to Life in City

I'm a sucker for these animal stories, at the New York Times:

A team of 15 is caring for him around the clock. His favorite toy is a plastic bucket. He has taken swimmingly to a large pool. And on Friday, he had his first taste of solid food — surf clams.

“He’s hitting every milestone we’re hoping to see,” said Jon Forrest Dohlin, director of the New York Aquarium in Coney Island, Brooklyn, part of the Wildlife Conservation Society. “He still has some issues with his bladder, but they are trending in the right direction. Behaviorally, he’s doing great and we’re feeling good about his progress.”

He was describing Mitik, or Mit for short, one of two walrus calves separated from a herd in the Artic Ocean and orphaned in Alaska in July. The Alaska SeaLife Center took them in and found new homes for each. (The other walrus, Pakak, went to the Indianapolis Zoo.) The New York Aquarium, eager for a young companion for its two older walruses, stepped up, flying a staff member, Martha Hiatt, to Alaska to work with Mit for a month.

On Oct. 11, Ms. Hiatt, the aquarium’s behavioral husbandry supervisor, along with a veterinarian, accompanied Mit on a FedEx cargo jet from Anchorage to Newark. The walrus, believed to be about 16 weeks old, stayed in his crate during the six-hour flight. “It was loud,” Ms. Hiatt said of the trip. “He pretty much sang to us the entire time. We stayed with him, talked to him and hosed him off now and then.”

At the aquarium, Mit has adapted to his new environment, a state-of-the-art medical facility built in 2008 that was designed for marine mammals. There is a large, eight-foot-deep pool that is a considerable leap from the one he used in Alaska. “He’s in it from the time he wakes up to the time he goes to sleep,” Ms. Hiatt said this week. “He’s a big swimmer. He plays and swims literally until he falls asleep.”

Trainers are worried the walrus will not warm up to his own species when they prepare him for exhibition at the zoo. I guess they should have thought more about that when they decided not to return him to the wild.

Gas Prices Compound Obama's Agony

Well, it's collapsing all around the Democrat ticket, no doubt.

President Obama faces a dilemma as Mitt Romney bashes him over high gasoline prices in the final weeks of their close race.

Obama must decide whether to address the attacks head-on, or stay the course on a messaging strategy that has recently been addressing prices indirectly.

Democratic strategists and other experts argue that three weeks before voters go to the polls, Obama should steer clear of big messaging or policy pivots on gas prices.

“Bringing the issue up this close to Election Day would be self-defeating at this point,” said Paul Bledsoe, an independent consultant who was a climate change aide in the Clinton White House.
Dramatic action on energy appears unlikely before the election even as the campaigns tweak their closing arguments.

White House officials have said in recent months that a release from the nation’s Strategic Petroleum Reserve (SPR) is an option on the table. But speculation about the prospect has dimmed in recent weeks as oil prices have fallen off their summer highs that reached around $100-per-barrel in mid-September.

Prices closed Friday at $91.86-per-barrel on the New York Mercantile Exchange.

Democratic political strategist Michael Stratton said that tapping the SPR would damage Obama.

“Anything with gas prices that would be perceived as manipulative at this point would work against him, and would be perceived by everybody so cynically that it would be ineffective,” he said.

Average nationwide gasoline prices are currently $3.79-per-gallon and have for weeks been setting records for the highest prices on specific days of the year, according to the American Automobile Association (AAA). Prices, though, have been dropping in recent days.

Also, the current national average has been skewed upward by the major recent price spike in California, which saw average Golden State prices jump a half-dollar in a week to reach $4.67 on Oct. 9 before falling back, according to AAA.

Well, it just sucks to be Obama, doesn't it?

Many Californians Angry at Surging Price of Gasoline

I got $24 yesterday, so I could make it to work this morning. It was $4.60 a gallon at ARCO. I'll be glad when prices drop.

California Redemption Scam: Consumers Ripped-Off as State's Recycling Program Hit With $40 Million in Annual Fraud

I remember the first time I ever paid the "California Redemtion Value." It was back in 1989, in Fresno. I walked over to the Save Mart supermarket and bought some sodas, and I looked at the receipt and said, "what the...?" So I ask the cashier, "What is this, an extra tax"? He's says it's the new redemption value, "Do you vote"? As if that mattered. The state's environmental bureaucracy just squeezes this stuff by the electorate. Who knows when there's a new regulation? And they've been increasing the refund value to the point where it's almost 5 cents on a regular 12 ounce container. Unreal.

Of course, the promise of the "recycling" program is too good to be true. Redemption rates are in excess of 100 percent, with all kinds of scammers taking the state to the cleaners.

At the Los Angeles Times, "Recycling fraud costs state millions":

Just over 8.5 billion recyclable cans were sold in California last year. The number redeemed for a nickel under California's recycling law: 8.3 billion.

That's a return rate of nearly 100%.

That kind of success isn't just impressive, it's unbelievable. But the recycling rate for certain plastic containers was even higher: 104%.

California's generous recycling redemption program has led to rampant fraud. Crafty entrepreneurs are driving semi-trailers full of cans from Nevada or Arizona, which don't have deposit laws, across the border and transforming their cargo into truckfuls of nickels. In addition, recyclers inside the state are claiming redemptions for the same containers several times over, or for containers that never existed.

The illicit trade is draining the state's $1.1-billion recycling fund. Government officials recently estimated the fraud at $40 million a year, and an industry expert said it could exceed $200 million. It's one reason the strapped fund paid out $100 million more in expenses last year than it took in from deposits and other sources.

"The law says California has to make it easy to recycle … so anyone with a devious mind, it's so easy, they can just go right in," said Los Angeles County Sheriff's Deputy Dave Chapman, who has investigated fraud rings in recent months.

Under the state's 25-year-old recycling law, California charges consumers a deposit on most beverage containers sold within its borders. Anyone who brings empty containers back to one of about 2,300 privately run recycling centers can collect 5 cents for most cans and bottles and 10 cents for larger containers.

Only products sold in California are eligible. But a can is a can — and many recycling centers in California aren't that interested in where they come from.

Hence the influx from out of state. Last summer, the state Department of Food and Agriculture counted all vehicles driving into the state with used beverage containers through 16 border stations. The three-month tally was 3,500, including 505 rental trucks filled to capacity with cans.

Officials with the state Department of Justice said they have filed approximately 10 criminal cases this year against fraud rings bringing in cans from outside California.

Investigators looking into one case sometimes stumble across another.

The CRV is just one more unaccountable tax as far as I'm concerned. I pay it and grumble. Someone else is recouping the "deposits," and now there's evidence that it's criminals taking advantage of hard-working people. I blame the profligate state bureaucracy, a Democrat state bureaucracy.

The polimedia seems to be vastly underestimating (or at least, under reporting) that at least some of the conditions for widespread civic unrest are coming to a head in California. When people miss just a few meals, society quickly falls apart. How much more stress can the overburdened system handle before falling apart? I’d say that I hope we don’t have to find out, but with California’s unavoidable bankruptcy and insurmountable bureaucracy, it is more likely that we’re really just facing a matter of “when.”
